• Production areas must have walls and fences separating them from the outside.
• The factory must have a solid structure.
• Walls, ceilings, partitions, and doors must meet quality control requirements.

2. Production lines, machines, and equipment: Lines, machines, and equipment must be suitable for the production process of each type of fertilizer and form of fertilizer.
3. Testing laboratory: Have a testing laboratory recognized in accordance with ISO 17025 standards or have a contract with a designated testing organization in accordance with the law on product and goods quality (except for establishments only fertilizer packaging activities).
4. Quality management system: Have a recognized quality management system in accordance with ISO 9001 or equivalent. For newly established establishments, the quality management system must be applied no later than 01 year from the date of issuance of the Certificate of eligibility for fertilizer production.
5. Raw material and finished product storage areas: There must be separate raw material and finished product storage areas.
6. Qualifications of the person directly running the production: The production manager must have a university degree or higher in one of the following majors: horticulture, plant protection, agrochemical soil, soil science, agronomy, chemistry, biology.

Step 2: Document appraisal:

Within 20 working days from the date of receipt of complete dossier, the competent authority shall appraise the dossier content:

• If the dossier meets the requirements, carry out an actual inspection of fertilizer production conditions, the fulfillment of obligations of fertilizer producing organizations and individuals and prepare an inspection record;
• If the conditions are not met, remediation must be carried out, and after remediation, a written notification will be sent to the competent authority to organize an inspection of the remedied content.

Step 3: Issuance of Certificate:

If the test results meet the requirements, the agency will issue a Certificate within 05 working days. If it fails, the agency will respond in writing and clearly state the reason.
